In 1994, Isidoro Valcárcel Medina turned the Madrid Fúcares Gallery into an Idea Management Office for a month. Anyone could present a plan or project and from the Office they were helped in the structuring, elaboration, analysis, planning and completion of the project, as long as it was within its very wide field of action and required a “manipulation of ideas”.

The book I.V.M. Office of Management, edited by CA2M and Entreascuas Editores, brings together the results of the Office’s work, in particular the 107 projects that were admitted and answered.

Valcárcel Medina gave reason for the existence of his Office because according to him, art had become confused with his image and had become a pure treat, for more precision an artistic treat, and in essence, bureaucracy. He wondered about this situation: «What to do then, to believe that bureaucracy is greedy or to believe that art is bureaucracy? There is a more noble way out: to confuse bureaucracy with its image. If when we take art by its image (read picture, for example) we are deceiving ourselves conscientiously, when we take bureaucracy for its own, we stimulate ourselves healthily. »
